<p>Time &#8212; and a court date of October 27 &#8212; will tell what happens to  Paris Hilton in Las Vegas where what happens in Vegas in this case does  not stay in Vegas.</p>

<p>A Contra Costa County judge has upheld a ballot argument against a proposed Las Vegas-style casino in Richmond.</p>
<p>Superior Court Judge Barry Baskin said Monday the statements made by opponents of the  casino are not false or misleading. Those statements will appear on a  ballot measure that will gauge support for the $1.2 billion casino  proposal among Richmond residents.</p>
<p>In their argument against the measure, opponents say there is no  guarantee that locals would be hired to work at the casino. They also  describe the potential jobs as low wage.</p>
<p>Richmond resident Don Gosney petitioned the court last week to delete the statements, saying they were false.</p>
<p>The casino has been proposed by a Northern California American Indian tribe.</p>

<p>The high-stakes gambler cavorted on a baccarat table and placed bets while a game was in progress last October.</p>
<p>The state gaming control board said Caesars&#8217; security should have stopped him from behaving in such a manner.</p>
<p>Over a 45-minute period during high-stakes gambling the  patron &#8220;climbed onto the baccarat table from his chair, walked on his  baccarat table and placed baccarat wagers before returning to stand on  his chair and eventually sitting&#8221;, the regulators&#8217; complaint read.</p>
<p>The unnamed gambler then proceeded to climb back on the table  twice more, walking and dancing while up there, the state gaming  control board said.</p>

This percentage reflected a drop from $414.5 million to $383 million year on year. It was also the third month in a row that gambling revenues continued to drop.</p>
<p>One of the main reasons for these numbers was the fact that a number of Strip casinos showed that they earned 61% less in baccarat – a number that affected the overall gambling revenues.</p>
<p>“It’s a volatile business and, as it happens, the gamblers played lucky,” said a senior research analyst with the Gaming Control Board, Mike Lawton. “Baccarat absolutely moved the needle.”</p>
<p>Nevertheless, casinos are starting to see improvement in the second half of 2010 as they spearhead promotional campaigns in a bid to bring gamblers and vacationers back to the city. A number of top resorts such as MGM Resorts International and the Las Vegas Sands Corp. have cut room prices and launched a series of special offers.</p>
<p>Competition is definitely fierce as casinos try to outdo each other by offering complimentary rooms, and this is seen as hurting rates at other casinos.</p>
<p>“There is too much comping,” said Robert Goldstein, the head of Las Vegas Sands’ two resorts, “but there is also too much supply in the market right now. You will see that continue to be a problem for us and for the market in general until travel strengthens.”</p>
<p>“Las Vegas and Atlantic City have long been the standard by which other gaming destinations in the US were judged,” noted another gambling analyst. “The two cities understand, however, that competition is greater than ever. Newer casino resorts are being built in places such as Pennsylvania and California, and Las Vegas and AC casinos are feeling the pressure.”</p>

In fact, the ISE SINdex (SIN) has rallied steadily from its March 2009 low of 47.98 to gain more than 128%. What&#8217;s more, the index has closed only one month below the support of its 10-month moving average since April 2009. In this article, I take a closer look at three casino operators that are outperforming the broad market.</p>
<p>Las Vegas Sands ( LVS ) is the owner and operator of the Venetian Casino Resort, which it built over the ashes of the bulldozed Sands Hotel, and which brings a touch of Venice to the Las Vegas Strip. Replete with gondoliers and a replica of the Rialto Bridge, the Venetian offers a 120,000-square-foot casino and a 4,000-suite hotel, as well as a shopping, dining, and entertainment complex. Las Vegas Sands also operates the Palazzo Casino next door to the Venetian, and the nearby Sands Expo Center trade show and convention center. In addition to its Vegas holdings, the firm has a handful of properties in China through its Sands China subsidiary.</p>
<p>Technically speaking, the shares of LVS have put on a spectacular show, soaring more than 89% since the beginning of the year. The equity has marched steadily higher along the support of its 10-week and 20-week moving averages since April 2009. The security has also skipped higher along its 10-month trend line since July 2009.</p>
<p>Despite the company&#8217;s stellar technical performance, investors remain extremely skeptical of the shares. The International Securities Exchange (ISE) and Chicago Board Options Exchange (CBOE) have reported a 10-day put/call volume ratio of 0.78 for the stock, which is higher than 98% of all those taken during the past year. In other words, puts have rarely been picked up at a faster pace than calls during the past 52 weeks.</p>
<p>In addition, the Schaeffer&#8217;s put/call open interest ratio (SOIR) for LVS comes in at 0.89. This ratio is higher than 82% of all those taken during the past year, indicating that short-term speculators have been more pessimistically aligned toward the shares only 18% of the time during the past 12 months.</p>
<p>Meanwhile, the bears are beginning to slowly unwind their short positions. During the past month, the number of LVS shares sold short dropped by 1% to 44 million. This accumulation of bearish bets accounts for more than 14% of the company&#8217;s total float. Should the stock continue to rally, it could squeeze the bears into unloading their pessimistic positions, creating a fresh wave of buying pressure for the security.</p>

<p>Its Kansas City property is one of eight casinos Ameristar (Nasdaq: ASCA) owns in seven markets, which include near St. Louis, Chicago, Omaha, Denver and others. Ameristar Casino Hotel Kansas City is the local market share leader, having reported July revenue of $22.54 million, up 7 percent.</p>
<p>Ameristar Casinos said Wednesday that it does not plan to disclose developments of the strategic alternatives process unless its board determines that “there is a material need to update the market.” A transaction isn’t a sure thing, the company said.</p>
<p>Ameristar hired Lazard and Bank of America Merrill Lynch as its financial advisers, and Gibson Dunn &amp; Crutcher LLP as its legal adviser to help the board’s transaction committee in its evaluation.</p>
<p>The gaming and entertainment business, founded in 1954, has been a public company since late 1993.</p>
<p>On Aug. 4, Ameristar reported losing $24.9 million during the second quarter, swinging to a loss from prior-year earnings of $14.3 million. The company’s revenue for the quarter, which ended June 30, dropped 5 percent to $293 million.</p>
<p>For the first half of 2010, the company reported a $14.2 million loss. However, it said it was optimistic about the performance of more stable markets such as Kansas City, which posted $14.4 million in operating income during the quarter, though both that and revenue declined from prior-year levels.</p>
